The General Product Safety Regulation applies from 13 December 2024 to consumer products within its scope. A Cyprus online seller should identify its role and product-specific requirements before publishing a listing. A supplier’s photograph and a generic safety statement are not a complete product file.
Identify the product and your role
The Commission’s GPSR guidance explains scope and the roles of manufacturers, importers and distributors. Sector-specific rules and exclusions matter. Selling under your own name or trademark can change the responsibilities you must assess.
Do not assume that every product needs a CE mark because GPSR applies. CE marking belongs to specific product legislation; GPSR is not a universal CE-certification scheme.

Review the information in the online offer
For covered distance-sale offers, check the required manufacturer identity and contact information, relevant EU responsible-person information where the manufacturer is outside the EU, product identification and applicable warnings or safety information. The information should be accessible in the offer, with language requirements assessed for the market.
A QR code or a statement that documents are available on request should not be assumed to replace information required in the listing itself.

Build a listing-release file
Use product identifiers to connect the listing with the actual stock and supporting documentation.
- Product description, model, image and batch or other relevant identifiers.
- Your economic-operator role and the supplier chain for the product.
- Manufacturer and, where required, EU responsible-person details.
- Applicable product-specific legislation and supporting compliance information.
- Warnings, instructions and language review for the intended sales markets.
- Traceability records and a process for complaints, incidents and corrective action.
- Checks that changes to the supplier or model trigger a new review.
Prepare for a safety issue before it occurs
Hypothetical example: a supplier substitutes a similar-looking model after the listing has been approved. The image, safety information and supporting documents may now describe a different product. Hold the listing update until the identity and compliance file are reconciled.
Define who can stop sales, contact the supplier and assess reporting or recall obligations. Keep customer and distribution records in a form that supports an appropriate response, with data-protection requirements considered. For higher-risk or specialised products, obtain product-specific advice rather than treating a general checklist as certification.
